Accountabilities Establishing and maintaining Project Hazard
& Risk Management standards When called upon, providing
professional expert advice and guidance in the area of
Project Hazard & Risk Management and HSE management systems.
Custodianship of cross-project risks within a formal risk
register. Definition and successful coordination of project
technical HSE deliverables into an expanding operating
organization. Where there is a direct responsibility,
preparation and delivery of deliverables into the operating
organization. Leading (or participating in) assigned HSE
audits and reviews. Primary Skills and Roles The incumbent
shall be able to: Determine the scope the HSE studies and
activities required to achieve and demonstrate ALARP HSE
risk levels in the delivery of wells and facility design,
construction and commissioning on into the operations phase.
Provide expert advice on the selection of, and actively
support the implementation of, technical HSE requirements
and supporting studies (including the use of formal tools
and techniques such as HAZID, HAZOP, QRA, Fire & Explosion
assessments etc.) for design, construction and
operations-safety over all phases of the Program. Lead,
participate in and add value to HSE related design
activities such as design reviews, HAZOPs, QRAs, SIMOPS,
studies, etc. Assess the coverage, adequacy and follow-up of
ongoing and completed technical HSE studies and challenge to
assure quality and drive improvement. Provide proactive
advice on the identification, assessment and management of
HSE risks associated with design, fabrication, construction,
and operations and well delivery. Act as the custodian of
the HSE Assurance Framework and cross-project risks within
the formal Project Risk Register. Manage the coordination of
project technical HSE deliverables into an expanding
operating organization, and support that organization in
establishing a robust HSE management framework to ensure
residual risks continue to be managed to ALARP levels.
